Camden has published the final report of the Evening & Night-time Economy citizens’ assembly, containing a narrative summary of why we held a citizens’ assembly, how we ran it and the key findings.

The report was written by Involve, who were commissioned by Camden to co-design and facilitate the citizens’ assembly. The report represents, as faithfully as possible, the work and conclusions of the assembly members.

The Council, we will be sharing this report and recommendations with key services and asking them to respond to the principles and calls to action. We will explore with them how to balance the assemblies’ ambitions with practical considerations for service delivery, to see shape existing and future service design.

About the project

Creating a strategy for Camden's Evening & Night Time Economy

Firstly, what do we mean by &#39;evening and night time&#39;?Broadly, we&#39;re talking about the time between 6pm and 6am, every day of the week.&nbsp;However, it&#39;s helpful to also think of the &#39;evening and night time&#39; in relation to the seasons. For example, the start of the &#39;evening and night time&#39; can be treated differently during Summer compared to Winter. &nbsp;Why are we developing an evening and night time strategy?Camden&#39;s evening and night time is a significant part of our economy (pre-Covid it was the 6th largest in the UK!). It is currently home to around 7,000 hospitality, leisure and arts businesses operating past 6pm.&nbsp;Importantly, what happens during the evening and night time across Camden significantly shapes the socio-economic and cultural experience and wellbeing of our residents, night workers, businesses, organisations and visitors.Developing a strategy for our evening and night time will help to ensure that we think about, and plan for Camden&#39;s evening and night time in a holistic way. &nbsp;What&rsquo;s happened so far? &nbsp;&nbsp;Face-to-face workshops were held in late 2022 across the borough to hear from Camden residents, businesses, workers and visitors about their experience of Camden&rsquo;s evening and night time, along with online surveys on the Evening and Night Time <a href="https://camdenente.commonplace.is/">Commonplace site</a>.&nbsp;The Council also held conversations with key partners and businesses across the borough to learn more about how different parts of Camden&rsquo;s community feel about the evening and night time.&nbsp;A Citizens&#39; Assembly was held on Saturday 18 February, Saturday 25 February and 4 March 2023 to identify a community-led vision, principles and calls to action for the borough&rsquo;s first evening and night time strategy.&nbsp;The Assembly participants, who were a mix of Camden residents, business owners and people who work in Camden, worked hard over the three days to consider the information gathered from the pre-Assembly engagement, and heard from a range of speakers on issues and ideas related to the evening and night time.&nbsp;What&rsquo;s happening next?Using the recommendations from the Citizens&#39; Assembly, Camden Council will draft a new Evening and Night Time Economy Strategy for the borough and will continue to work with participants from the Citizens&rsquo; Assembly during this time.If you&rsquo;d like to hear more about the project, <a class="fr-strong" href="https://camdenente.commonplace.is/news" rel="noopener noreferrer" target="_blank">click here&nbsp;</a>to sign up to receive updates. &nbsp;

<h4>Camden&#39;s evening and night time Citizens&#39; Assembly&nbsp;</h4>A 3-day Citizens&#39; Assembly&nbsp;was held in February and March 2023 to help develop a vision, principles and calls to action for the borough&#39;s first evening and night time economy strategy.&nbsp;A Citizens&rsquo; Assembly&nbsp;is a way of involving a representative group of citizens, who are selected at random, to learn about, deliberate upon, and make recommendations in relation to a particular issue or set of issues.One of the important features of a Citizens&rsquo; Assembly is that it helps to facilitate consensus decision-making around a complex topic where solutions aren&rsquo;t easily identified or agreed.Camden Council is using the recommendations from the Assembly to develop the strategy. <a href="https://camdenente.commonplace.is/timeline" rel="noopener noreferrer" target="_blank">Click here&nbsp;</a>to see the project timeline.&nbsp;You can sign up to receive project updates by <a href="https://camdenente.commonplace.is/news" rel="noopener noreferrer" target="_blank">clicking here</a>.&nbsp;Why a Citizens&#39; Assembly?A Citizens&rsquo; Assembly process was chosen by Camden Council to help develop the evening and night time economy strategy to allow the complex mix of opportunities and challenges around Camden&rsquo;s evening and night time to be considered by a broadly representative group of citizens, via a process focused on presenting balanced information and achieving consensus decision-making.Camden has a strong history of using citizen-participatory methodologies when developing new initiatives and responding to complex issues in our community, including for the <a class="fr-strong" href="https://www.camden.gov.uk/citizens-assembly-climate-crisis" id="isPasted" rel="noopener noreferrer" target="_blank">climate crisis</a>.Who participated in it?50 people were selected to participate in the Assembly, following a public <a class="fr-strong" href="https://consultations.wearecamden.org/corporate-services/join-camdens-evening-and-night-time-economy-citize/" rel="noopener noreferrer" target="_blank">expression of interest process</a>.&nbsp;The group of 50 people was broadly representative of Camden&#39;s diverse population.
